Correct. You can't skip the quests that give you talent points, as they open the next quests, and so on until the end.

Giving talent points with each quest was a genius idea that helps new players not feel overwhelmed with spending 45 talent points all at once, not knowing what they are doing.

You should have talent points equal to your level minus 9.

It's pretty simple, really.

Press "N"

Add up the total points spent on each tree.
Add up the remaining points not spent.

Tada!

I am 99.9% positive that you cannot accidentally miss a talent point. They would have caught this wayyyyy back in beta, as missing talent points is a pretty crucial disadvantage, especially with no way to get them back.
